HE fee assessment in England

This course offers an introduction to the regulations that determine who should be charged ‘home’ fees and who can be charged ‘overseas’ fees for higher education in England. It is aimed at fee assessors.  

We will not cover every category of eligible student, but will concentrate instead on the categories of eligible student that a fee assessor is likely to come across most frequently.  

The course consists of three webinars, each lasting two hours. You will need to attend all three.  Part 1 covers key concepts. Part 2 and Part 3 explore the following categories, which are the ones you are likely to come across most frequently:   

  • 3 years in UK and Islands, settled in UK 
  • 3 years in Republic of Ireland/UK/Islands, settled in UK
  • Family member of a UK national 
  • Long residence 
  • 3 years in UK and Islands, EUSS settled status connection 
  • Brexit protected rights: EU national and family 
  • Brexit temporary offer for courses starting before 2028: UK nationals and family with residence in Europe or overseas territories 

 Each of the categories will be briefly summarised, and you will have the chance to work on case studies to test your knowledge. The course is highly participative, and between the sessions, delegates will be asked to do some pre-reading about the categories from our published guidance. This ensures you have some familiarity, so we can focus on knowledge testing, questions and interaction in the webinars. 

The course takes place over Zoom. It is essential that at the same time as attending the Zoom sessions, you also have access to a copy of UKCISA’s pdf guide ‘Who pays ‘home’ fees for higher education in England?’ The easiest way to do this is to print a copy out in advance (but alternatively you could look at it on a separate tablet or laptop). You can download it from the UKCISA website.
